Yesterday, the United States filed a new case in the World Trade Organization (WTO) that was nominally aimed at Chinalco. Earlier, the United States and other countries have accused China of putting a large number of under-priced aluminum and steel products into the world market in recent years.
But according to US officials, the latest case is aimed at Beijing's provision of low-cost funds through the domestic financial industry to subsidize Chinese industry.
"We are taking action to protect workers in China and around the world. They are hurt by these policies every day," Obama said. "China offers unfair advantages to its aluminum industry through low-cost loans and other illegal government subsidies. Such policies Putting US manufacturers at a disadvantage and exacerbating global excesses in aluminum, steel and other industries."
The move underscores the fact that trade tensions between the United States and China have warmed up even before Donald Trump took office in Washington.
This move is also a gift for Trump. The incoming president has appointed a hawks team to honor the campaign promises against China. Trump said on Wednesday that China "has taken advantage of our economy in an all-round way." If the United States wins the latest case, Trump will be able to declare victory.
The Obama administration has so far adopted a more open public attitude toward China’s economic diplomacy. But it also continues to file trade lawsuits against Beijing. Yesterday’s case was the 16th lawsuit filed by the outgoing President at the WTO against China.
The United States has also filed anti-dumping lawsuits against Chinese steel and other products.
“Our strict record of China’s investigations tells us that when China cheats, we are there,” said US Trade Representative Mike Froman.
US officials are frustrated by China's sluggishness in fulfilling its economic reform commitments and are increasingly skeptical about the prospects for future reforms.
This disappointment is also a factor behind the US boycott of China’s “market economy” status within the WTO. Beijing claims that China should automatically acquire this status on the 15th anniversary of its entry into the WTO last month.
The latest case is particularly annoying to the United States: the United States believes that China's aluminum production is excessive, and this has a devastating effect on US industry.
The United States claims that through artificially cheap loans, China illegally subsidizes its aluminum industry, leading to an increase in China's production and market share and a decline in global prices in recent years. The United States said that in addition to low-cost loans, China also provides low-cost coal, electricity and bauxite to its production companies.
“China’s subsidies have caused enormous damage to the US and the global aluminum industry,” said Michael Bless, CEO of Century Aluminum.
