The United States announced a "double-reverse" investigation into China's exports to the US drill pipe

The US Commerce Department announced on the 21st that it will launch an anti-dumping and anti-subsidy merger investigation into China's steel products drill pipe. This is the first case of the US "double-reverse" investigation of China in 2010.

The US Steel Workers' Federation and several US steelmakers filed a lawsuit on December 31 last year demanding an anti-dumping duty of 429% to 496% on drill pipes imported from China, and a countervailing duty.

According to US government statistics, the US imported drill pipe products from China in 2008 were worth $195 million. However, the United States did not provide imports of related products in 2009.

Affected by various factors such as the US domestic economic downturn, the rise of trade protectionism, and politician manipulation, the United States has recently implemented trade remedy measures for Chinese products. In this regard, China has made solemn representations on many occasions and demanded that the United States abide by the consensus reached by both sides, oppose trade protectionism, and jointly respond to the financial crisis.

According to relevant US procedures, in the “double-reverse” investigation, the US Department of Commerce ruled mainly whether there was subsidy or dumping, and the proportion of subsidies or dumping; the US International Trade Commission ruled whether the act caused damage to the US industry. If both parties make a positive ruling, the US Department of Commerce can order Customs to impose anti-dumping duties and countervailing duties on related products.
