Natural gas distributed energy policy promulgated promising investment prospects

Recently, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development and the National Energy Administration issued the “Guidance on the Development of Distributed Natural Gas Resources” and proposed that China will launch a batch of natural gas distributed energy demonstration projects in the early period of the 12th Five-Year Plan. During the “Twelfth Five-Year Plan” period, about 1,000 natural gas distributed energy projects will be built, and about 10 typical distributed energy demonstration areas of various typical characteristics will be constructed.

The objective of the opinion is to complete the development of major equipment for natural gas distributed energy by 2015. When the installed capacity reaches 5 million kilowatts, the integration of distributed energy systems will be resolved and the equipment autonomy rate will reach 60%. When the installed capacity reaches 10 million kilowatts, the core equipment such as small and medium-sized and micro gas turbines will be independently manufactured, and the equipment autonomy rate will reach 90. %. By 2020, the use of distributed energy systems will be promoted in cities above designated size in China, with an installed capacity of 50 million kilowatts, which will initially realize the industrialization of distributed energy equipment.

Natural gas distributed energy refers to the use of natural gas as fuel, and cascade energy utilization through the use of cold, heat and electricity triple supply, and the comprehensive energy utilization efficiency is above 70%, and the modern energy supply approach to achieve energy supply near the load center. The cold water exchanges heat with the lubricating oil from the internal combustion engine successively in the oil-water heat exchanger, exchanges heat in the water wall heat exchanger outside the combustion chamber, heat exchanges with the flue gas in the flue gas heat exchanger, and produces hot water or steam. To the user; to send hot water or steam into an absorption chiller (such as a steam/hot water lithium bromide chiller), to produce cold water as a refrigerant, to provide air conditioning services to the user. In addition to the core equipment such as small and medium-sized, micro gas turbines, refrigerators, and heat exchangers, the integration of the entire system is also a difficult point. Compared with traditional centralized energy supply methods, natural gas distributed energy has the advantages of high energy efficiency, clean and environmental protection, good safety, peak load reduction, and good economic returns.

China's natural gas distributed energy started late, mainly in major cities such as Beijing, Shanghai, and Guangzhou. Its installation sites are hotels, hotels, office buildings, and university towns. It is mainly used due to problems in technology, standards, interests, and regulations. "Not connected to the net" or "connected to the Internet does not work" mode of operation. It is expected that the introduction of the guidance will enable natural gas distributed energy to be accelerated in the country.
