The regulations require all units to strictly abide by fire laws, regulations, and regulations, implement the fire protection policy that focuses on prevention, prevention and elimination, perform fire safety duties, and ensure fire safety.
The legal representative of a legal entity or the chief person in charge of an unincorporated entity is the responsible person for the fire safety of the unit and is fully responsible for the fire safety work of the unit. The unit shall implement a step-by-step fire safety responsibility system and post fire safety responsibility system, define fire safety responsibilities for each level and post, and determine the fire safety responsible persons at all levels and positions.
1. The responsible person for fire safety of a unit shall perform the following fire safety duties
(1) Implementing fire protection laws and regulations to ensure that the unit's fire safety compliance complies with the regulations and the fire safety situation of the unit;
(2) to arrange the fire fighting work with its own production, scientific research, operation, management and other activities and approve the implementation of the annual firefighting work plan;
(3) Provide necessary funds and organizational guarantee for the fire safety of the unit;
(4) to determine step-by-step fire safety responsibilities, to approve the implementation of fire safety systems and to ensure the safety of fire safety operating procedures;
(5) Organize fire inspections, supervise and urge the implementation of rectification of fire hazards, and timely deal with major issues involving fire safety;
(6) Establishing full-time fire brigade and compulsory fire brigade in accordance with the provisions of the fire-fighting regulations;
(7) Organize the formulation of actual fire extinguishing and emergency evacuation plans in line with the unit, and implement exercises.
Second, the unit can determine the fire safety manager of the unit as needed. The fire safety manager is responsible for the fire safety personnel of the unit and implements and organizes the following fire safety management work.
(1) Formulating annual firefighting work plans and organizing and implementing daily fire safety management work;
(2) Organizing the formulation of fire safety regulations and safeguarding fire safety operating procedures and checking and supervising their implementation;
(3) to formulate fund investment and organizational guarantee schemes for fire safety work;
(4) organizing the implementation of fire inspections and rectification of fire hazards;
(5) Organize and implement the maintenance of the fire protection facilities, fire-fighting equipment and fire safety signs of the unit to ensure that it is intact and effective, and ensure that the evacuation passages and safety exits are unblocked;
(6) Organize and administer full-time fire brigade and compulsory fire brigade;
(7) To organize the promotion and education and training of fire prevention knowledge and skills among the employees, and to organize the implementation and drill of fire prevention and emergency evacuation plans;
(8) Other fire safety management tasks entrusted by the person responsible for fire safety of the unit.
The fire safety manager shall regularly report the fire safety situation to the fire safety person in charge, and timely report major issues involving fire safety.
3. The realty management unit of a residential area in a residential area shall perform the following fire safety duties within the scope of management:
(1) Formulate fire safety regulations, implement fire safety responsibilities, and carry out fire safety publicity and education;
(b) Carry out fire inspections to eliminate potential fire hazards;
(3) to ensure that the evacuation passages, safety exits, and fire trucks have unimpeded access;
(d) Ensure that public firefighting facilities, equipment and fire safety signs are sound and effective.
Other property management units shall be responsible for public fire safety management within the scope of entrusted management.
Fourth, the construction site construction site fire safety by the construction unit
The general contractor shall be responsible for the implementation of the general construction contract. The subcontractor shall be responsible to the general contractor and obey the general contractor's fire safety management on the construction site.
In the case of projects for the partial reconstruction, expansion and renovation of buildings, the construction unit shall specify the parties' responsibility for the fire safety of the construction site in the contract concluded with the construction unit.
V. The key units of fire safety shall establish or determine the functional departments of the centralized management of fire protection work, and shall determine full-time or part-time fire protection management personnel; other units shall determine the full-time or part-time fire protection management personnel, and may determine the centralized management functional departments of the fire protection work. Under the leadership of the fire safety manager or the fire safety manager, the centralized management functional department and the part-time and part-time fire management personnel carry out fire safety management work.
6. The unit shall, in accordance with the relevant provisions of the State and in accordance with the characteristics of its own unit, establish and improve various fire safety systems and operational procedures for safeguarding fire safety, and shall announce the implementation.
The unit fire safety system mainly includes the following contents: fire safety education and training; fire inspection and inspection; safety evacuation facility management; fire control (control room) duty; fire protection facilities and equipment maintenance management; fire hazard rectification; fire and electricity safety management Inflammable and Explosive Hazardous Materials and Places for Fire and Explosion Prevention; The organization and management of full-time and compulsory fire brigades; Fire drills and emergency evacuation plans; Inspection and management of gas and electrical equipment (including lightning protection, anti-static electricity); Rewards and penalties; other necessary fire safety content.
VII. Organs, organizations and institutions shall carry out fire inspections at least once every quarter. Other units shall conduct fire inspections at least once a month.
The inspection should include:
(1) The rectification of fire hazards and the implementation of preventive measures;
(ii) Safety evacuation routes, evacuation signs, emergency lighting and safety exits;
(3) Fire-fighting vehicle passages and fire-fighting water sources;
(four) the fire extinguishing equipment configuration and effective conditions;
(5) Whether there is any violation of the regulations with fire or electricity;
(6) The knowledge of fire-fighting knowledge of key workers and other employees;
(7) Management of key fire safety sites;
(8) The implementation of fire and explosion prevention measures for flammable and explosive dangerous goods and establishments, as well as the fire safety of other important materials;
(9) The status of the fire control (control room) on duty and the operation and recording of the facilities;
(10) Fire inspections;
(11) The setting of the fire safety signs and their sound and effective conditions;
