China's solar energy is expected to become a pillar industry in the next five years

At the 2011 National Energy Work Conference held recently, Zhang Guobao, director of the National Energy Administration, introduced the idea of national energy development during the 12th Five-Year Plan period: accelerating the transformation of energy development methods, rationally controlling the total energy consumption, and vigorously adjusting the energy structure. Promote changes in energy production and utilization, and build a safe, stable, economic and clean modern energy industry system.

Fossil energy such as coal and oil will remain the main source of energy supply
During the "Twelfth Five-Year Plan" period, fossil energy such as coal and oil will continue to be the mainstay of China's energy supply. In particular, coal will still play a fundamental role in safeguarding China's energy security. According to Zhang Guobao, in the next five years, China will continue to build large coal bases, large oil and gas bases, and optimize thermal power development to promote the clean and efficient use of traditional energy.

In terms of coal development and utilization, the state will promote the construction of 14 large coal bases in an orderly manner in accordance with the principle of “controlling the eastern region, stabilizing the central region, and developing the western region”, accelerating the merger and reorganization of coal mining enterprises, and striving for the “12th Five-Year Plan” and large coal bases. The output accounts for 90% of the country's total output. The production capacity of large and medium-sized coal mines in the base accounts for 90%, and the country has formed a large coal enterprise of 10 billion tons and 10 50 million tons. In terms of oil development and utilization, the state will promote domestic crude oil exploration and development in an orderly manner, and strive to stabilize domestic crude oil production at around 200 million tons. In the development of the natural gas industry, we will increase the exploration and development efforts of key gas producing areas such as Erdos, Sichuan and Tangli, and accelerate the construction of 20 billion square meters of gas fields in Tarim, Southwest and Changqing, and actively develop offshore natural gas resources and accelerate Develop unconventional natural gas resources such as coalbed methane and shale gas.

During the "Twelfth Five-Year Plan" period, although thermal power is still the main power source of China, the structure will be optimized. The state will rationally control the scale of thermal power construction by optimizing the layout of thermal power development, continuing to eliminate backward small thermal power units, and developing cogeneration of heat and power, leaving enough space for new energy development such as hydropower, nuclear power and wind power. According to preliminary estimates, the scale of new construction of thermal power during the "Twelfth Five-Year Plan" period will be controlled at 260 million to 270 million kilowatts.

Adjusting structure is the main direction of transforming energy development mode
"Strengthening the energy structure is the main direction of China's transformation of energy development." Zhang Guobao said that China has promised to the international community that by 2020, non-fossil energy will account for about 15% of primary energy consumption. To this end, by the end of the "Twelfth Five-Year Plan", the proportion of non-fossil energy in China's primary energy consumption has reached 11.4%. According to the thinking of the National Energy Administration, in the next five years, China will actively develop hydropower on the premise of protecting the ecology and doing a good job of immigration. It will develop nuclear power efficiently on the basis of ensuring safety, actively develop wind power, develop solar energy stably, and develop and utilize biomass. Can and geothermal energy.

"To achieve non-fossil energy consumption in 2020, the proportion of primary energy consumption will reach about 15%, and more than half need hydropower to complete." Zhang Guobao said. The development capacity of China's hydropower resources technology is 542 million kilowatts. The current installed capacity of hydropower has just exceeded 200 million kilowatts, and there is still great potential for development. At the end of the "Twelfth Five-Year Plan", hydropower accounted for about 6.5% of primary energy consumption.

In the construction of nuclear power, coastal nuclear power construction will be prioritized and land projects will be steadily promoted. In terms of wind power, it will focus on the construction of tens of thousands of kilowatt-class wind power bases in Inner Mongolia, Gansu, Xinjiang, Hebei, Jiangsu, Shandong, Jilin and Northeast China, accelerate the development of offshore wind power, and work hard to solve the problem of wind power access to the grid and market. problem. In the next five years, the solar energy industry is expected to become China's emerging energy pillar industry. In the next stage, the state will continue to promote the use of solar water heaters, steadily launch the domestic solar power generation market, strengthen industry planning and access management, and strive to cultivate it into China's advanced equipment manufacturing industry and emerging energy pillar industries. By 2015, China's solar thermal utilization area will reach 400 million square meters.

Accelerate the pace of modern energy storage and transportation system construction
China's energy resources are mainly distributed in the west, and energy consumption is mainly concentrated in the east. In the next five years, China will coordinate the energy development in the eastern, central and western regions and optimize the regional layout of energy development in accordance with the principle of “accelerating the western region, stabilizing the central region, and optimizing the eastern region”. In the west, large coal bases and modern mines will be built, large coal-fired power bases and pit-mouth power stations will be developed, and wind and solar energy will be vigorously developed. The coal, oil and gas and water resources in the five regions of Shanxi, Ordos Basin, Mengdong, Southwest and Xinjiang account for more than 70% of the country's total, and will be built into five national energy strategic bases supporting the long-term development of China's economy. In the east, it is necessary to strictly control new thermal power projects, control coal resource exploitation, accelerate the construction of offshore oil and gas zones, stabilize onshore oil and gas production, and vigorously develop new energy and renewable energy such as nuclear power and wind power.

Long-distance, large-scale North Coal South Transportation, West Power East Transmission, North Oil South Transportation, and West-East Gas Transmission are the basic patterns of China's energy transportation. During the "Twelfth Five-Year Plan" period, the state will accelerate the pace of modern energy storage and transportation system construction. It will not only strengthen the construction of the water and land passages of the North Coal South Transportation, but also improve the regional 500 kV and 750 kV backbone grids, accelerate the construction of oil and gas pipeline networks, comprehensively promote the construction of the second phase of the National Petroleum Reserve, and intensify the construction of a number of natural gas reserves.
